Это смотря что нужно от туннеля. OpenVPN просто жуткий тормоз.
Из положительных моментов OpenVPN пролазит даже через прокси и
мультиплатформенный.
P.S. На одной и той-же машине OpenSWAN прогоняет на порядок больше
трафика чем OpenVPN.
P.P.S. Пользуюсь и тем и тем. При соединении серверов IPsec более
предпочтителен. Только IPsec тяжело настроить если много NAT.
