The problem was cause by OpneVZ Kernel. Installing CentOS default kernel
fixed it.
У меня такая же проблема:
# service cgconfig start
Checking cgconfig configuration: cgconfigparser; error loading
/etc/cgconfig.conf: Cgroup mounting failed [FAILED]
