Один из вариантов - запуск протоколов маршрутизации RIP, OSPF. Этот
вариант нужно согласовывать с основным провайдером.
Другой вариант - скрипт, пингующий что-то надёжное (типа google.com),
периодически удаляющий/добавляющий маршруты к основному провайдеру в
зависимости от успеха пинга. Маршруты к резервному сделать с бОльшей
метрикой.
