Приветствую.
Что-то непонятно лыжи не едут. Какое-то время назад с transparent proxy
в squid случилась проблема. Сейчас пишут, что, вроде, живёт, только
название параметра поменяли на intercept. Вроде тут ничего хитрого:
https://wiki.squid-cache.org/ConfigExamples/Intercept/LinuxDnat
Но не работает. То ли вовсе пакеты не ловит, то ли ещё что. На intercept
не ругается. У нас никаких особенностей нет? Кто-то в последнее время
squid transparent proxy пробовал использовать?

Работает, но почему-то не вышло с DNAT на localhost. После смены на обычный
интерфейс (тоже локальный) заработало.

Попробуйте REDIRECT.
Типа:
-A PREROUTING -p tcp --dport 80 -j REDIRECT --to-port 3128
