То есть, можно в конфиге сделать так, чтобы текстовые подписи были ?

В rrd-utils есть rrdcgi. Правда там масштабирования нет самостоятельного,
но можно несколько графиков с разным масштабом вывести, оно так, даже,
удобнее кажется.

Это в rrdcgi можно. Если я правильно понял, что именно требуется.
У нас так отрисовывается суммарный трафик с разных портов коммутаторов.
