Да нет, mii-tool из дистрибутивов не делся никуда пока.
Проблема в том, что он объявлен устаревшим. Вот, например,
одна из ласточек:
# mii-tool eth0
SIOCGMIIREG on eth0 failed: Input/output error
eth0: 100 Mbit, full duplex, link ok
Или вот другая (скорость не показывает):
# mii-tool eth6
eth6: negotiated, link ok
