Вообще, согласно политике партии etcnet, /etc/iftab не нужен.
Более того, я бы запихал модуль сетевух в blacklist (/etc/modprobe.d)
и грузил бы их через MODULE=<name> в /etc/net/ifaces/<interface>/options
Соответственно, туда надо добавить ещё USE_HOTPLUG=no
