Допустим, провайдер не является транзитным. В этом случае любые пакеты с
src IP, которые не попадают в диапазон адресов провайдера следует считать
неправильными. Зачастую это DDoS. Собственно, если провайдер транзитный,
то фильтры тоже могут стоять, только там процесс их формирования должен
сложенее быть.
