Это всего лишь не очень чёткое понимание терминов (манипулятор пришло из
кибернетики и робототехники), которое приводит к ошибкам.
Ещё одна область, где имеется очень тонкое разграничение терминов --
это пожарные сигнализации. Там есть два забавных термина -- извещатель и
оповещатель. Попробуйте рассказать что делает один и что делает другой,
более 90% эти термины понимают не правильно.
