Below is a patch for 2.6.31 which should do what we discussed. It
creates a sysfs file in each USB device's directory named "remove".
Any write to this file will cause the device's port to be disabled, and
the port will remain disabled until the device is unplugged and either
it or another device is plugged in. This is what Windows does when you
click on the "Safely remove hardware" control.
