Михаил, большое спасибо за советы, но сейчас уже отказался от той услуги провайдера, где была эта проблема.
Переключился на другую, где тоже используется VPN, с абсолютно той же конфигурацией, но без таких проблем.
Два дня уже работаю -- всё нормально. Это наводит на мысль,
что на прежнем сервере либо у провайдера были какие-то настройки, плохо совместимые с моей системой,
либо всё же маршрут до сервера где-то проходил по плохой сети.
