С удивлением заметил, что при логине в консоль не выполняется
~/.bash_profile. Обнаружилось по факту неисполнения строки
export PATH=$PATH:/sbin:/usr/sbin
При этом в Иксах (aterm, xterm) все нормально.
Бага? Воспроизводится? На что вешать? Как лечить?

Наверно, у вас в системе какая-то локальная аномалия.
В такой ситуации надо начинать с поиска local misconfiguration.
