Посмотри доки на cpufreq.
acpi-драйвер это для совсем непонятныъ процессолров, когда BIOS немножко
их усыплять умеет - но в Линуксе нормального драйвера для процессора нет.
Т.е. по хорошему он вообще никогда не должен грузиться.
Вопрос что это за железо?

Т.е. там должен стоять либо Pentium M, дибо Celeron M - чмотря что
респондент купил.
Для Pentium M должен быть

А вот в Celeron M, если не ошибаюсь, все управление электричеством и
скоростью отключено - и cpufreq вообще нет особого смысла грузиться.
Хотя... не знаю, не щупал то там ожет в BIOS оказаться.
Евгений - можете привести вывод cpuscan ?
И, возможно, x86info (пакет называется так же)
