С другoй cтороны, как бы его прибить? /sbin/ifdown eth0 - почему-то
оставляет его в состоянии UP. и ifconfig и ifup eth0 пишут что интерфейс
is up.

ifdown снимает UP с интерфейса. Назад в UP его может переводить ifplugd, продолжающий
мониторить интерфейс.

Should it be considered as a bug ?
If i (root, human) stated that the interface is down, it should go down,
and why any automatic is to override me ?
