Я нашёл виновного. Это была Mesa. Как оказалось, в системе стояли пакеты Mesa и libmesa. rpm -e Mesa и ускорение заработало. (в libmesa забыли Obsoletes: Mesa ? -- #9194)
Чтобы было более понятно, я Мастер 2.4 докатил до текущего Сизифа и нарвался на это.
Теперь есть другая проблема. Под одним пользователем ускорение работает, а под другим нет. Согласно id пользователи входят в те же группы. Что не так, я не понимаю. (оно ещё о чём-то ругается от второго пользователя, лог я позже приложу).
