Да. И для всех остальных :)

Прямо сейчас будут чистится "бесполезные" пользователи, которые
зарегистрировались, но не ничего сделать, ни репозитория создать, ни
сообщить об ошибку в другие проекты.
Удаление бездействующих форков будет проходить вручную, с уведомлением.
Ответите, зачем вам нужен такой форк, значит оставим.

Технически зеркалирование разрешено. Только злоупотреблять не надо. Не
надо из этого сервиса делать зеркало github и зеркалировать все
подряд. Пару проектов зеркалировать проблемы нет.
Для linux kernel думаю и так много зеркал, тут его нет смысла зеркалить.
