Из неправильного мнения идут неправильные выводы.
Информацию об использовании диска во время загрузки собирает
systemd-readahead-collect.service и записывает в /.readahead.
При следующей загрузке эта информация используется для упреждающего
чтения с диска. Т.е. /.readahead используется как раз для последующей
загрузки.
Патч для размещения /.readahead не в корне есть:

Вот только я не знаю в каком месте его лучше размещать.
