Попробуйте проверить в настройках "BIOS" - может быть, действительно
выключено аппаратно.
И второй вариант - полностью обесточить ноут, вдруг чип "завис". Но
там, как я понял, батарея несъёмная. В таких случаях производитель
иногда делает снизу дырочку (рядом какой-то логотипчик типа вынимаемого
аккума), через которую можно скрепкой нажать специально для этого
предназначенную кнопку внутри.
