(AltLinux CA) НЕ лежит на сайте в видном месте.

Читаем внимательно исходное письмо: на bugzilla сертификат НЕ
самоподписанный. Самоподписанные сертификаты вполне себе
инсталлируются в certs, как корневые (а они и есть корневые).
