Ээээ... Кажется вы не с той стороны копаете. Это делается проще/иначе в АЛЬТе:
# control gpasswd public
Тогда все пользователи могут изменять свой пароль, или
# control gpasswd wheelonly
В таком случае пароль изменить смогут только пользователи, входящие в
группу wheel.
