Попытаюсь обобщить...
Имеем как минимум 3(три) способа воздействия на Xprg:
1) hal через /etc/hal/fdi/policy/10-x11-input.fdi
2) Xorg через /etc/X11/xinit/Xkbmap
3) Xorg через /etc/X11/xorg.conf
Поверх этого собственные настройки DE/WM ...
При этом, ИИ DE/WM функционирует как:
- индикатор-переключатель (xfce4-xkb-plugin, xxkb, etc);
- использует свои настройки.
Думаю, что в случае геологических наслоений в этих конфигах,
когда при обновлении часть конфигов создается как rpmnew,
а часть переписывается как rpmsave, мы и получаем конфликты ...
Если не прав, поправляйте ...
P.S.
Мне, лично, кажется, что идеологически правильно было бы использовать
во всех DE/WM только индикаторы-переключатели, которые берут параметры от Xorg.
При установке любого пакета, затрагивающего хотя бы один из способов
настройки Xorg,
необходимо проверять остальные и синхронизировать их.
