запустил
[root@p01 default]# /usr/sbin/ethtool -s eth1 duplex full speed 100 autoneg off
теперь индикатор на сетевой карточке и свиче, показывают 100мб/с.
на всякий случай проверим.
[root@p01 default]# ping 192.168.178.1
connect: Network is unreachable
теперь скорость стала не известной, а лампочки на сетевой карте и свиче
показывает 100 мегабит/с
[root@p01 default]# /usr/sbin/ethtool eth1
