После service network restart демон dhcp перестает выдавать ip новым
устройствам. Приходится каждый раз перезапускать dhcpd.
Это нормальное поведение или что-то нужно подкрутить?

Тоже такое наблюдаю. Видимо, между сервисами должны быть зависимости, но
они не реализованы в initscripts. Ждем перехода на systemd?

Так зависимостей в initscripts-то и нет. каждый сервис сам по себе. :)
Хм, systemd остановить по зависимостям точно может. Но сможет ли он
рестартовать все сервисы, которые приходится останавливать при перезапуске
нужного нам? Тем более, что некоторые демоны и по натуре демоны (например,
apache2+perl не останавливается по service httpd2 stop, а продолжает работать,
потому что pidof его не видит). И systemd не поднимет обратно половину нужных
сервисов. :)
