Можно ли активировать своп после того, как раздел root будет
перемонтирован на чтение/запись?
Раньше так и было, но после какого-то из update у меня стало
ругаться на своп в режиме ro.
Я, обычно, держу его в виде файла файловой системы root.
Не надо только говорить о "правильной разбивке", пожалуйста.
Из-за частых переездов с винта на винт я выбрал такой способ как
самый практичный.

Можно. Пример лежит в backports в пакете startup. Я его для LVM2
перетачивал.
