Помогло.
Я попробовал пойти чуть дальше и добавил эти строчки в файл
/usr/lib/firefox-1.5.0.4/greprefs/all.js :
pref("browser.download.dir", "~/");
pref("browser.download.lastDir", "~/");
pref("browser.download.manager.closeWhenDone", false);
pref("browser.download.save_converter_index", 1);
Теперь работает сразу и для всех юзеров.
Интересно было бы мнение legion@ по этому поводу.
