Как вы определяете, что он качается сначала? Добавьте параметр
-n, он покажет, сколько скачал бы при реальной закачке.
Потом добавьте --size-only, посмотрите
rsync -n -avP --size-only
rsync.altlinux.ru::people/rider/3.0-compact-rc/compact-3.0-rc10.iso
compact-3.0-rc10.iso
предварительно убедившись, что compact-3.0-rc10.iso есть в
текущем каталоге.
Ну и качайте тот вариант, при котором меньше всего скачает (убрав
-n).
