Это всегда приветствуется. Правда есть ещё одна линия обороны -
incomingers. Если софт достаточно кривой, его просто не пропустят.

Это, как правило, лишнее. Обычно бывает наоборот: предложение порождает
спрос и приносит Вам толпу добровольных тестеров. Но, по секрету скажу,
что если Вы закинете никому не нужный пакет, то, скорее всего, он будет
болтаться в Сизифе очень долго, прежде чем обратят внимание на то, что
он осиротел или не поддерживается или вообще не работает (напр. после
новой сборки Гномовых библиотек). Так что не бойтесь, закидывайте! :-)
