$ rpm -ql cvs-pserver|grep xinet
/etc/xinetd.d/cvs
Он работает под xinet.d.
Соответственно, отердактировать конфиг на предмет disable = no и
only_from += ..., затем sudo service xinetd reload.
А процессы будут только, если активные сессии будут
