Кажется разобрался. Все дело в locale.
на компакте+сизиф - локаль рута posix - все нормально.
на мастер 2.0+сизиф - локаль рута posix, а все что связано с LC_* = KOI8-R.
откуда они к руту попадают?
после unset, все работает нормально.
Проверьте - наверно и у вас тоже самое.
