Не особенно в KDE, а когда не запущен предварительно gnome-session. Он
там чего-то из под себя запускает такое и темы встают нормально.
Конфигурация его в /usr/share/gnome/default.session. Можно также
запустить в настройках gnome конфигуратор тем и тема тоже встанет, но до
след. перебута.
