В /etc/modules его не надо помещать ни при каких условиях.
Сделай так:
1) Объеденить скрипты apmd и acpid в один (как назвать - сам придумай)
2) Скрипт должен смотреть на наличие /proc/acpi и если есть - пробовать
подгружать все модули, прописанные например в /etc/sysconfig/acpi
3) Если нет /proc/acpi (и нет /usr/sbin/acpid) - стартуй apmd
Вот. Я так думаю - будет правильно.
