Да действительно load("specfun"); не работает под TeXmacs но
работает в консоли. Причины пока не знаю.
Используйте load(sprcfun) - работает везде.

Что касается сообщений на экран, то это не имеет отношения
непосредственно к TeXmacs или Maxima. Так будет с любой
программой, которая выдаёт какие-либо сообщения на консоль.
Поэтому либо запускайте TeXmacs в другом терминале либо
texmacs &> /dev/null &
и в консоли всё будет тишайше.
