Обходные варианты:
1) установить kernel.core_pattern=/dev/null в /etc/sysctl.conf (/etc/sysctl.d/)
2) установить пакет systemd-coredump (дампы будут писаться в /var/lib/systemd/coredump)
3) откатиться на systemd-utils-229-alt3

В этом случае либо файл /dev/null будет заменяться корками рутовых процессов,
либо корки будут записываться в /dev/.
Попробуйте лучше kernel.core_uses_pid выключить.
