Можно сделать разрешающее правило polkit или создать пользовательское
соединение, см. #29136.
Прямого отношения к NetworkManager-gnome это не имеет,
таковы умолчательные правила polkit в NM. И вполне разумные.
В конкретном дистрибутиве же это можно изменить, в следующем Симпли я
планирую так и сделать.
