Наверно стоит добавить tango-icon-theme в xfce4-default. Rodent -
родная Xfce'шная, но уже сто лет не обновлялась и там чего-то может не
хватать.

У меня не получилось воспроизвести. Позже попробую на чистой
инсталляции.
Кстати, при использовании этого плагина рекомендую хотя бы раз в сутки
перезапускать панель (xfce4-panel -r). Он просто неисчерпаемый источник
утечек памяти. Кое-что я исправил, но сомневаюсь, что отловлю все, его
проще переписать полностью.
