Сейчас можно задать порядок добавления ns такой, какой нужен, с
помощью interface_order и dynamic_order. См. man resolvconf.conf.
Вообще обычно достаточно
echo 'nameserver 127.0.0.1' > /etc/net/ifaces/lo/resolv.conf
Есть и совсем дубовый способ, добавить 127.0.0.1 в name_servers, тогда
он гарантированно всегда будет в первой строке resolv.conf.
