Раньше вроде как управлял.
Выводы о возможности/невозможности сего действа делаются на основании сведений
из org.freedesktop.Hal.Device.CPUFreq, к чему причастен отсутствующий у HALа
hald-addon-cpufreq, т.к. согласно чейнджлогу HALа

Почему "cpufreq ... functionality is obsolete" ?
Чем именно для соотв. аплета KDE4 заменяется (сейчас пользуюсь cpufreqd) ?
