Собственно в КДЕ3 это работало по [F10], [alt] или [alt]+[буква]
Как сейчас?

Уточнюсь - строка меню приложения ( которая menubar ).

Проблема из темы воспроизводится запуском в КДЕ4 любого "его родного"
приложения ( kwrite, dolphin, koquerror или kmail например ) с последующей
попыткой активировать клавишами любой пункт главного меню этого приложения (
"файл" например ). Тут, кстати, кто-то уже на это жаловался (перед откатом на
КДЕ3).

Угу. Это все правильно и работает, правда с Left-WinKey в КДЕ4 большой вопрос.
У меня так и не получилось заставить этот самый WinKey стабильно вызывать К-
меню (после перелогина), в т.ч. путем отрывания через xmodmap от mod4, но это
совсем другая история.
