Тогда, наверное eclipse-lingo-ru, и провайд eclipse-i18n-ru для удобства.
IMHO, NLS - это нечто другое.
AFAIR, NLS - national language SUPPORT. Этот support - он в основном пакете. А
данный пакет - это один из конкретных переводов, используемых этим
support'ом.
Хотя, может я неправ?
