Судя по /etc/PolicyKit/PolicyKit.conf, мне всё можно:

Правда, в сообщении об ошибке написано "Could not set CPUFreq policy
to powersave". Может быть всё дело в "правах" самого демона powersaved?
Работает он из под рута...
$ ps aux | grep powersave
root 11361 0.0 0.1 4584 1728 ? S 14:38 0:00 /usr/sbin/powersaved
Выходит руту тоже может быть нельзя, если используется полисикит?
