Вы про
[ -f /proc/bus/usb/devices ] && mount -f -t usbfs usbfs /proc/bus/usb
?
Наверно потому, что условие [ -f /proc/bus/usb/devices ] не выполняется
(да и с чего бы, если usbfs не смонтирована?).
