Старайтесь выбирать список рассылки сообразно задаваемым вопросам.
Иначе получается, что почти никто, включая меня, вашего вопроса общего
характера в списке рассылки sisyphus@ просто не заметил. Если каждый
local misconfiguration начинать разбирать здесь, то что тогда будет в
community@?

Чтобы найти то, что google запомнил, надо искать по правильным ключам.
По каким ключам надо искать, чтобы найти этот тред?
Кстати говоря, все дистрибутивы 4.0.x устанавливают пакет glibc-timezones.
Скажите пожалуйста, каким образом в вашей системе его не оказалась, чтобы
другие случайно не повторили эту ошибку.
