В центре управления KDE - региональные и специальные возможности язык какой
выбран?

Хм. Почему-то USA. И так туда и возвращается. Почему - нашёл, но так раньше
не было...

Раньше было хуже. Сейчас по умолчанию все настройки беруться в
соответствии с локалью.
Единственный недостаток -- список языков неконфигурируем.
