Пытаюсь собрать драйвер для моей веб-камеры:

Как правильно поступать: попросить наших зубров собрать пакет или спросить из
какого пакета файл /lib/modules/2.6.18-std-smp-alt7/build для сборки
драйвера?

При текущих правах на /lib/modules этот файл тебе без пользы.
Посмотри существующие спеки для kernel-modules-*?
