Да, как раз кабеля до обоих хватает. Даже коробку с приводом не трогаю.

Или, всё-таки, слабоват этот б/п, а у соседнего компа чуть больше на

Это сложно, второй конец - разъём под два кабеля, IDE и USB. Это
не без паяльника делать...

Вот блин, у меня таких штуки 4 прошло, с помощью vsu проблемы закончились
ещё во времена 2.4 :)
И сейчас одна из них успешно работает...

Вот сейчас на ней DVD пишется, стоит Desktop 4.0. Но это третий
компьютер. А у меня - болт. В общем, наверное, чуть-чуть питания
не хватает.

Дело не только (или не столько) в питании.
Попробуйте подключить через V-образный кабель (где доп. хвост питания), или
временно включите через другой б/п.
