Вообще-то, это лучше сюда:
echo "NEVER_RMMOD=yes">>/etc/net/options.d/99-local
хотя, может, в ifaces/*/options тоже обрабатывается...
А вот USE_HOTPLUG=no не плохо бы добавить. BOOTPROTO=DHCP - это так и
задумано ?

Тут аналогично. Не факт, что эти исправления помогут, но так, вроде бы,
правильнее.
