Попробую на хвост упасть. А почему ifdown не кладёт интерфейс, если
выставить DISABLED=yes ? Точнее оно понятно почему, но, как-то, не логично,
на мой взгляд.
А, по идее, и в ручную запущенный ifup должен игнорировать DISABLED=yes...
