кэш был в home поэтому выдало:
[vv@localhost ~]$ rpm -V libapt apt
S.5..UGT c /etc/apt/apt.conf
отсутствует /var/cache/apt/archives
отсутствует /var/cache/apt/archives/partial
Я закоментировал соответствующие строки в apt.conf
и после "apt-get update" все заработало.
Потом опять назначил кэш в /home/ALT/arch. Опять все работает - Мистика.
