Мне кажется, что разработчикам уже более комфортно "с git" чем без него.

Нет, git.alt - это сервер для разработчиков.
Для анонимного доступа есть другой адрес:
git://git.altlinux.org/people/vsu/packages/kernel-build-scripts.git
