А для чего создаётся группа mtruser, если
# ls -l /usr/bin/mtr
-rws--x--- 1 root netadmin 45276 Oct 18 17:32 /usr/bin/mtr
?

Посмотрите /etc/control.d/facilities/mtr, там есть этому вполне доступное
объяснение.

Либо не вижу, либо не понимаю:
new_fmode public 4711 root root
new_fmode netadmin 4710 root netadmin
new_fmode restricted 700 root root
Для чего netadmin - понятно, для чего mtruser - нет.

Кстати, там mtr посвежей выпускали, но патчик сходу не лёг,
а перезаковыривать с ненулевым шансом непонимания не рискнул.
